Los Angeles, California, May 26, 2007 - Furthermore, Hayes said that the Congress should also sanction state governments to implement these standards, vigorously. He even declared that the Bush Administration failed miserably to regulate the "private health plans" and shield Medicare beneficiaries from these schemes.
